Good Samaritan finds a dog tied up and abandoned in a TRASH BAG

A dog has been miraculously rescued after it was discovered tied up and abandoned in a trash bag covered in maggots and flies on the side of a Georgia road.

The Atlanta poodle dog, named Perci by medics, was found with his hair so overgrown and matted it cut off blood circulation to his front paws and they had to be amputated. 

After a Good Samaritan found the dog on Sunday, the Fulton County Animal Service shelter was called and Perci was transferred to a facility in New York. From there he was rushed to an emergency veterinarian. 

Video and photos of the dejected 12-pound dog shows his limbs so heavily matted, he could barely walk.  

‘Yesterday, a Good Samaritan spotted a trash bag off of Ralph McGill and Willoughby Way that seemed to be moving. When she untied the bag, she found a little dog covered in maggots and flies, severely matted and in horrible shape,’ the LifeLine Animal Project posted on

Perci has been taken in by Second Chance Rescue NYC Dogs in New York City.

‘We reached out to our partners at Second Chance Rescue NYC Dogs for assistance. They didn’t hesitate to help and agreed to take Perci in and cover his medical expenses,’ the post added.

On Monday Perci went under anesthesia to have his head and matted fur shaved off and for testing. 

His two front limbs were not salvageable after they suffered strangulation necrosis from his matted fur, according to , meaning the tissue in paws had died due to no blood supply. 

On Tuesday his front right leg and the end of the stump of his left leg were taken off. 

However, his back legs work just fine and he’ll be enrolled in a physical rehabilitation program and will be outfitted with prosthetics.

He also had a consultation with an eye specialist to treat corneal ulcers and a putrid mass removed from the back of his head is being tested. 

‘Although these pictures are graphic and horrific, he is recovering VERY WELL and is very alert and present,’ Second Chance Rescue NYC Dogs said on his status.  

‘This is one of the worst cases of abuse and neglect we have ever witnessed and we just got the call from the shelter now. This poor animal was found tied in a bag off the road. A driver saw the bag moving and shockingly discovered this this animal unable to walk, panting, caked in feces, maggots, urine, flies, worms etc…’ the group posted on Facebook. 

‘We don’t even know if his paws still exist and from the looks and putrid smell of this poor guy, he has been on his own and neglected, dejected and incredibly done wrong,’ the post added.  

‘His recovery will be very long but this powerhouse of a dog is ready and able and he is strong like bull. Perci is no longer in pain and has began to use his back legs,’ they explained in a follow up post.  

‘Dr. Lockwood is a 1st class surgeon and certainly gave him 1,000 percent,’ they added.  

Police are now searching for information on Perci’s owner who abandoned him.
